Steam has had gift cards for forever. There's still no way to purchase them with wallet funds, however (which makes sense, as activating a gift card removes restrictions from an account, and thus allowing wallet transfers would only lead to abuse of that fact).

All that is is the option to buy the old gift cards, but through Steam client (bypassing your wallet and utilizing your linked payment method). They're in no way functionally different from pre-existing cards (other than, apparently, not removing limited restrictions on use), you just no longer are exclusively limited to purchasing them through paypal or physical storefronts.
Do correct me if you have information to the contrary, but I'm not finding anything myself.

My responses were merely meant to indicate that wallet funds themselves could still not be gifted, which was the point I had personal interest in. I now can see how the new gift cards could be useful to others just with what they do offer, though.

That'd require creating a separate class of gift cards, was more what I was getting at. And Valve isn't exactly known for adding convenience features (for the purpose of them being convenience features) without excessive encouragement to do so. :X
I was mistaken anyway, as these digital cards already don't unlock limited- making it a rather peculiar situation where there doesn't seem to actually be any reason not to allow them to be purchased by wallet funds.

I was thinking it could work more like when you buy a card from the marketplace, where after you craft the badge the items still have the lock, so they can already track how you got the item even if the item is the same. But as you mention it doesn't even matter as they don't unlock accounts either way

Months ago, did a number on my gifting from New Zealand as well. They did it in an attempt to kill trading, because they don't really care about gifters, they think us gifting from our cheaper regions is stealing their profit. -_-
That combined with the loss of inventory gifts meant that my birthday even this year was nothing but bundle keys. The last two years were full of cool gifts. :(
