Why is it calling out? It's highly improbable that this person intentionally made all those giveaways and I doubt somebody would consider them responsable for an accidental bug/slow connection.

I'm guessing it's the same bug that creates dupe threads in the forum/on ST, so he did it unknowingly without any malicious intent.
When you reload a newly created thread instead of just refreshing the page it repeats all previous actions so it creates another thread besides the one you already created.

Maybe they clicked the button twelve times 'cause their Internet is slow. It happened to me once, but it was just a comment so no biggie.
Another reason might be that the ʕ•ᴥ•ʔʕ•ᴥ•ʔʕ•ᴥ•ʔ Army is invading us.

He's probably using Chrome as a browser. Between Chrome and this site, there's a glitch where multiple submissions in short time are all accepted, leading to easy double-posting and double-GA-creating.

I don't know if this would work or not, but since the site it often slow maybe he spammed the create a giveaway button and it accidentally created the same giveaway 12 times. I know that this can sometimes duplicate peoples giveaways, but I don't know if this bug can give you extra slots?
