I have a problem, because I gave Dota 2's key to on of the players and now he is telling me that I broke a rule giving him this key.
Is it true?

It says no beta keys and he gives an example for toda 2 (beta key)

Dota 2 keys are ligal as breathing

whitelisted means allowed, as in put on the special list of allowed betas that are not forbidden by the said rule - but giftable copies are whitelisted, not keys - because keys could be region restricted.

I see... you can give a DOTA 2's key but you can't give key to beta version... ? Am I right now?

No. You can give giftable copy (thingy that goes in steam inventory and has a picture, description and everything), but you can not give a key (serial number in the form of 12345-12345-12345 or similar)
