Unless you make a business of it then it fits the TOS, and if you're in the EU then it was recently ruled that you can sell your digital games regardless of TOS.
I'm not saying that I'm for buying indie bundles and selling the games. I'm just saying it's not legally wrong, even if it's morally questionable.

IF this would be implemented, then you would probably be the only one who does this and you can have a lot of profit because no-one else will be buying indie bundles and then turn the keys into tradeable games and it will not devalue those games at all.
