unfortunately you won a region locked key, which is bad for you (because you can't activate the game) and bad for the guy who made the giveaway (because he is not allowed to do this). ask him for a region free key. if he can't give you one, you have to mark the giveaway as "not received" and report him.

Report the person who created the giveaway if he/she didn't specify, in the giveaway's description, if it's a region-free key or specific-region key.

Months ago, I was banned for marking a region-locked key as not received (as is advised here). When I told the guy that, to my understanding, I should mark it as not received, he threatened to report me, but I marked it as not received anyway. I was then banned, had to give the useless (because it was region locked) DLC back and got no replacement.
The giveaway has been completely removed apparently, since I do not see it in my win list.

No. I won a giveaway (Fallout New Vegas DLC; Gunrunner's Arsenal). This was region locked, and I couldn't use it. To my understanding, I had to mark that as not received, which I did. But then the one who gave it away told me to mark it as received and threatened to report me over it, because he had given me the DLC (although I couldn't use it, and as such I offered to give it back). He reported me, I got banned and was told to give the locked DLC back (which I had offered to do already anyway), and that was all.

In the eyes of the ever-busy admins, if you have the gift in your inventory and you marked it as not received it's no wonder you got banned, because they don't have time to add you and ask you WHY you marked as not received.
You should've told the GW creator that you can't activate that, give it back and then ask for another one, if he won't give you one that you could activate, THEN you mark as not received.

Ah, well, it was months ago and the giveaway has been deleted (that is, I do not see it on my winning list). I'm unsure if I can get back to the conversation screen that popped up when I was banned, but I doubt it.
I was mostly asking about the rules, not to get a piece of DLC that I won half a year ago. :P
