One IP can have multiple servers behind it. IPs are expensive because there are none left. (while there's unlimited number of domains).
Things like Virtual Hosting (multiple domains on same IP),
SNI (above but for SSL)
There's some server providers that offer IPv6 only, which means no traditional IP at all.
While IPv6 is still "IP", that excludes most of internet users since they do not have IPv6 connection.
In cases like these, you use some IPv4 -> IPv6 proxy service.

Anyone have any luck getting refunds when you already own them through their weird refund policy.

They're very strict and used to be vague about it. When I tried getting a refund they turned me down cuz I used steam wallet. They put that in their conditions now, but that wasn't posted back when I requested a refund. Even if you don't use steam wallet they ask you for a shitload of pics showing your playtime, library, account details, paypal receipt, etc., and have all sorts of requirements like the game needs to be over 2 hours playtime (even if the steam refund period is past 2 weeks after your order).
Keep in mind this was back when they stated their refund policy is "unconditional", which was either engrish/a misunderstanding by them for what "unconditional" means, or dishonest. I would avoid requesting a refund. Either refund it via steam or take the $2 loss, it's not worth the hassle trying to contact them.
