Has there been any announcement regarding the new regiolock and how it will work for SteamGifts?

This. Don't try to activate it via VPN. If gifter won't give you copy which you can activate in your region mark it as not received.

just curious but did you know in advance (read: when you entered the giveaway) that the gift was region-restricted?

also, yes, don't mark it as received, since you didn't activate it on your account after all

Maybe he hit one of the many recent GAs I have seen...and not entered those, cause the Creator had restricted copies in his inventory...none of them mentioned this with a short hint "like region restricted"....maybe the don´t care and just do the GAs , an violate the rules cause the can´t trade the copies anymore?

Was just curious whether OP was just blindly entering giveaways instead of checking for telltale signs (like a warning in GA description, etc.)

It's okay as long as you do it in non-leaked private GAs or in closed steam group GAs on your own discretion. If someone from another region will slip into such GA and wouldn't be able to redeem the prize, it won't be rerolled and you'll have to buy RoW version or to live with +1 Non received.

if you recive the game and in your country the game is locked, is not the problem of the gifter, you enter in his giveaway

Actually, the site rules state that every giveaway MUST be region-free. So by creating a giveaway, the gifter acknowledges that the winner will be able to activate the game.

Did you even read the FAQ?

  • "Do not submit CD-keys or Steam gifts that have regional restrictions, or those that require VPN activation or methods to bypass regional restrictions."

I'm of this mindset, provided the winner is in a highly restricted location. If it's a ROW key and the winner is in a handful of countries in which it doesn't work ... too bad for the winner.

But its really difficult to single out some countries and games and set exceptions to the rules. I'm of the mindset that region locked giveaways should be dealt with harshly and quickly. If not some wiseguy will always show up that says well its your own fault for not living in Russia, mark this Russia locked gift received its in the rules.

I think region locked gifts should not be tolerated until there is a proper way to deal with it which is (as far as i know) planned in SGv2. Of course if a winner turns out to be from a country that can activate the gift its a happy coincidence and really nothing can be done about it

If (s)he can't activate it then yea, it shouldn't be marked as received, but if OP can activate it no reason not to.

Theres a red text in region locked gifts saying in which countries it can be activated in, i'm not sure if it shows up if you can activate it but i assume it does

Provided it's nothing too egregious, like a Russian gift, then let the gifter re-roll. Sometimes it's difficult to track regional restrictions. Don't be a dick and demand he/she buy a ROW copy.

The problem is, public giveaways usually have thousands of entries. How many rerolls need to happen before someone from the appropriate region happens to be a winner?

Contact the creator and return the gift. Tell them it's region locked and you cannot activate it (a lot of users are still not aware of the region changes that happened to gifts lately). Kindly inform them that you will have to mark the gift as Not received after a week has passed unless they can provide you with a non region locked copy of the game.

If they give you one, you can mark it as Received. If they don't, you should mark it as Not Received (after returning it).
