If you go to the FAQ http://www.steamgifts.com/forum/91wob/faq-and-guidelines

then click on the "Update on points" http://www.steamgifts.com/forum/8sa0k/point-system-update

You'll see "When a giveaway is setup, all users, excluding the creator, now receive 5% of the gift's value in points. For example, a game valued at $9.99 would give everyone 0.5 points, while a $50 gift would provide everyone with 2.5 points."

idk about the pricing portion, but I feel it applies pretty well to entering giveaways as a work around for games not available in your region.
