Yes, already have the DLC, actived in 2016. But I tried to activate it on another account that did not have it and it tells me that the key has already been used.

I have it from a batch where no other key was duplicate, so it's not very likely this one would be. If you've had the DLC, you shouldn't have entered the giveaway in the first place, now it's pretty hard to prove you didn't actually use my key on your main or "another" account. If you received the key and now have the DLC, you should mark as received, because I can't make a giveaway with this key anymore.

Please do not tell users to break our rules.
If a user wins a game or a DLC that they already own, they are instructed to let the giveaway creator know so that the giveaway can be rerolled. If a creator doesn't want to do that, then the winner is instructed to mark the giveaway as "Not Received." Users should not be marking giveaways as "Received" when they did not actually receive their win - it is impossible to receive something they already own.
Marking giveaways incorrectly will lead to a suspension for users who do this, so it is extremely important that you do not attempt to convince users to break the rules. Be advised that if you are caught telling your winners to break the rules consistently, you can be placed on suspension for inappropriate behavior. Hello and thanks for your comment. I completely agree with what you are saying. The problem here was that the winner when he found out he already owned the DLC tried to use it on another account. If he just told me he had made a mistake and already owns the DLC, I'm perfectly fine with that, because I could reroll the same key. Now he tells me Hey I have the DLC and your key is not valid. That is in my opinion a completely different situation because I'm quite sure the key was valid but I can't use it anymore. So I believe it was him who broke the rules and I'm being punished for that.

Apologies, I should have been clearer that you are not being punished, this is simply a reminder. You are correct that pancholr should not have attempted to use the key on another account and we've also warned them about this.
When it comes to this giveaway specifically, you can either open a ticket to get it deleted, or if you wish to investigate the matter further, you could ask Steam Support to tell you when the key for this giveaway was activated. They often give this information, as long as you don't directly tell them that you were hosting a giveaway. With the key activation time available, there are different steps that could be taken. If this is something you'd be interested in pursuing, then you could open a ticket in the "Other" category with us to talk about it privately once you have results from Steam Support and we'll tell you more in detail.

Hello Noxco and thanks for your reply. By "being punished" I just meant that I lost a key and got a "Not received" while for the winner who broke the rules this has no consequences. I didn't know it was possible to get such information from Steam Support, I may try that, thanks for letting me know.
