In the future, if you make a giveaway with multiple items in the package, consider specifying if you can enter if you own X amount or can't. With that in mind, you can decide a reroll based on the amount he owns and if it's even possible to get the other part of the package if he already owns one or two parts of it. The staff will probably support your decision either way.

What are the rules for entering to win Steam packs if I currently own a number of the games contained within?
We ask users not to enter giveaways for packages if they already own the majority of the games. This allows for winners that will receive the most value out of their gift. In the end, the giveaway creator has the final say, and if they believe the winner owns too many of the packaged games, we'll allow them to request a new winner.

Coz, earth 2150 trilogy comes in 3 packages and, escape from planet content is the content that Winner didn't have it.

Its really up to you. If you feel that someone else that doesn't have anything should win it then request the reroll. If you are comfortable with them winning it all then give them the key.
If you do reroll I would suggest posting in the future to only enter if they have none of the bundle, or whatever you feel comfortable with, to help eliminate this.

I encourage to reroll and specify next time that you want the winner to not have the base game for example, usually I tell myself: if the DLC cost more than what the winner already has, I send it to them, if not I request a reroll.
Don't be too surprise if next time you precise and it happens again, a lot of people don't read the description or expect you to not check and try anyway.

Yes, after a long consideration it were all my fault. before this i always said that kindly check yourself that u have the game or not but, now not. Please, everyone learn from my fault. I don't care this game free or not i just want to be fair. Next time i will write what i have to be.

While specifying whether users can enter if they have the majority of a package is a nice thing to do and potentially saves having to re-draw (if people bother to read the description), the guidelines are pretty clear, and should be taken as default if it isn't stated:
Try to refrain from entering giveaways for packages if you already own the majority of the games contained within.
The onus is on the ones entering the giveaway. It sounds like the winner clearly has the "majority" of content in the package so they shouldn't have entered (if it was actually a package. More details below :P)
That said, Earth 2150 Trilogy is a single app rather than a package (even though it comes with the 2 additional apps). It's essentially Escape from the Blue Planet, but they give you Lost Souls and The Moon Project with it. This would mean it's perfectly fine to enter the giveaway as far as I'm aware, as it's not actually a package and the winner doesn't own that game/app. The "Trilogy" is also the only way to get Escape from the Blue Planet from Steam (some 3rd parties still sell them individually). If it had been a package consisting of 3 different apps and the winner owned 2 of them, then you could re-draw.
That's my interpretation of the guidelines and this situation from what I can see anyway.

Yep. thanks for your help. It really helps. This package comes in three contents for a single app. Looks like the winner deserve it. but yeah, im relieve and getting smareter everyday here in steamgifts :) . Love the ppl, love the platform :)

It's absolutely not your fault at all. It's in the FAQ that people should refrain from entering those GA, it's in the rule of the website. At the end of the day, they should have asked you if you were ok with it. It has nothing to do with the price or anything, you are in the right to pick another winner, whether or not you warned that person because it's in the rules.

id say give it to them part of the pack is still part of it and if the guy doesnt have that game and entered then he mostlikely wants it a decent amount and is mostlikely exited about the game you should just let the guy have it atleast thats what i think

I honestly salute You for this approach, but that is really weird situation - if it is just +1 for winner in his steam profile, that you is overworrying and tormenting yourself, but if he really like that series, don't you deprive the winner of the only opportunity to get this the last part of the trilogy if not giving him his gift?
As for me: just contact the winner and ask him if it's just +1 or he really wants this game. And then make your choice, but in this situation you will be sure that you did everything right, and if he lied... then he will feel remorse, not you.

Help me, please. My giveaway Earth 2150 have 3 contents. The winner have two of its content they are Earth 2150: Lost Souls and Earth 2150: The Moon Project. Should I request a NEW winner or just send my key? He never ask me before joining in just to win one of Earth 2150 content.
