I can confirm that at least from the last sale it has been working that way, i even got screwed in the sales because i used a new credit card and had to wait 1 week to be able to buy on the steam marketplace.

...and make marketable items unpurchasable using a credit card directly? The option to buy something with my credit card is gone and the only way to buy anything on the market right now is to add fund and the min is $5. Is this a change that happened long time ago or it just happened only in my account? I have exactly $0.03 left and usually Steam lets me split the money from my Steam Wallet and my credit card...and now I might have to put $5 into my steam wallet to buy a $0.09 card.
