I was unable to find any info on the site...

I just created a giveaway so I add the person on steam and just gift it to them ?

How do they report me for actually giving the game ?

There's a little box they can tick on the site confirming they have received the game. You have to check the other box saying you sent it first of all.

Yes, you can add the winner and give it to him. Or you you send it via mail.
