is AC4 RU+CIS opened? theres no region lock anymore?

my friend just got inside, he said that they fixed it and opened the game for everybody.

is it true?

Nope, http://steamdb.info/sub/32801/ nothing changed. I can't even gift it. Plus Ukraine have RU+CIS version for FULL PRICE 60$, while Russia have the same for ~25$. Ubisoft you're drunk. PC version is ported from console in Ukraine by Ubisoft subdivision.

Only for some who pre-ordered while the game wasn't locked yet. Then they implemented a region lock, which they removed, again.
