Steam Market Bot - Anyone Knows

Anyone knows if this software is legal or not? There isn't ANY line in Steam TOS saying that a software like this one is illegal, but since Valve is well known to arbitrary changes in their TOS.

Thank you a lot. In fact I didn't found anything at the current TOS saying that I can't purchase automatically items (not thinking in negotiate, just purchase). Now that I know, I'm not going to do it. :)
