Is this puzzle too hard? [closed]

Well I made a puzzle for some people in other site for biioshock infinite but I think they are having a bad time solving it

So I want to know if it is too hard

*You don't need to know spanish to solve this puzzle

*Also on question 2, the image that says "La respuesta es" means "the answer is"
