As long as you provide at least the full content of the bundle on Steam, you are safe. You are free to give more than what is included in the bundle as well, as long as you meet every single item in the bundle.
In these scenarios, it's probably easiest to contact the winners after the giveaway ends so you can provide the keys with an explanation.

I have one key for Syberia and another for Syberia II. Since Syberia was given away for free some time ago, I can't give away that key, only for Syberia II. But I was wondering if I can create as a giveaway the Syberia bundle, and I'd give away the two individual keys at the same time.
