Because they want to share access to the game for those interested, but they don't want to pay the Steam listing fee for a barely-finished casual project (I think it's like $300?). It's also a way of letting people know they're moving on to Godot and starting on development of a new game, so it potentially serves a marketing purpose in generating early interest from their (rather large number of) preestablished fans, as well.
Developers also generally view platform divisions less firmly than a lot of (mostly Steam-fixated) gamers do, and most Steam publishers post news about anything and everything related to their company that they can (except, in the case of some publishers, the things we actually want them to), so it's not like this is abberant or unexpected behavior on the part of a developer like Mega Crit, either.
That all said, on a tangental note, itch.io's established enough by now that they really need to get around to updating their layout to make the site more accessible and desirable for gamers to pay attention to..

If there was already a post on this (and one that wasn't miscategorized as a Deal or Puzzle or some nonsense) that I happened to miss when I looked for one, do please politely let me know and I'll close up the thread and leave the slain potatoes for the Farmer Against Potatoes idle game (yes, that's a real thing on Steam. Not necessarily recomending it, mind [it's a disorganized mess of mostly disconnected idle systems], but it is free and easy to try out if the idea of potato slaying is that appealing to you.)
