I don't see how it would have any gameplay restrictions. As far as I know it doesn't.

No restrictions, but if the city state of Kiev exists in the game and you encounter it as Russia you automatically annex it.

This is FULL game, but activation and play only in ex USSR (CIS)

You should be able to activate it but you sure as hell can't play it unless you are from Eastern Europe.

This is only other package with RU/CIS in name and it can be purchased in this countries, but can be played\activated anywhere. And are there all languages.
