On steamdb.com this package is the equivalent to the CIS-region package, which includes the region-locked games specifically for RU/CIS.
I would assume that the name of this package is from a time when there was no SEA region-locking, but only the RUS+CIS lock on steam. I guess they just didn't bother to rename the package in your steam shop. Nowadays it contains region-locked items and that's why you get the warning.

It will most likely not be activatable in other countries.
