Hi,

As you know Steam can reject a Key due to few reasons;

  • You own the game, so rejected
  • You're out or region, so rejected
  • You got a duplicate key, so rejected again.

Consider worst that combines them; You got a key for a game you already own, but don't know if it is either region locked or used before (duplicate). So which rejection message will Steam display "first"? Say in case you told 'already owned' then consider another case involving other two (region or duplicate) then which will be first for this second case? Thinking you got the gist of it, which order is correct due to your experiences?

Small GA

Thx

Isn't it owned, duplicate, then region?

I'm pretty sure you're missing some options here, but nonetheless I think it's 1.
