should I buy the steam cards to make a badge?

I honestly prefer the idea of having full sets in my inventory more. After they made the drop rate universal there was no point to levels.

You should buy them when it goes out of beta, the market gets flooded and prices drop to like 5 cents apiece.

Also, they announced that games that gave you their max drops will continue to drop 'booster packs' in the future, containing 3 cards per booster, with a chance of foils, so it's not too bad.

Well you can always sell your indie cards and buy something like Portal 2 set. I chose Portal 2 set because im planning on doing all the achievements with my friend and later on i will use community chambers for fun. By the way, im planning on collecting another set of Portal 2 cards when it goes out of beta.

You have steam account level 20, it doesn't make you play game better.

Make money by selling steam cards. There are many people who would waste more than $100 to level up there account. So,you should sell cards ASAP. Then, when you have enough steam wallet to buy another game, keep farming like that and you will have all the indie games.

I made to level 10 that' seems enough for me ..It depends on your state.. Do you like to how off and compete with your friends, still if you want them try trading, why waste actual money on it..

I got myself to level 10 which seems enough, because now I can get foil cards. If I get one, I will sell it.
