They shouldn't. The ban has been lifted quite a while ago and on Steam we actually get both versions for one price. And last time they were in a Fanatical bundle, it was the International Versions for us as well.

But... discount tiers, sure. I don't need to buy 5 games to get the 2 games I want though.
I guess my gripe is using this sort of "tier" in relation to a "bundle". It's a steeper discount the more games you buy.
