If you look here, you can see that he changes his name a lot over the course of the day, probably trying to masquerade as other winners.

Needless to say, I will NEVER send gifts directly through Steam and do it via the e-mail provided by SteamGifts when the winner is announced. Luckily, the real winner got the game I was giving away and not this guy :P

I don't know why they haven't implemented your ideas yet (were they yours?), such as the one where you pointed out that the giveawayers would only be shown after the gift was received.
