Filter button (eye icon) works intermittently

Sometimes when I click the filter button nothing happens. This issue occurs with both Firefox and Chrome (on Windows 8.1) - with and without extensions and scripts. I'm not able to reproduce it on demand, but it's very frequent for me.

Is it a known issue? Any workarounds (other than switching to a different browser when it happens)?

Does the filter button sometimes ignore clicks?

I saw someone claiming it works only on first page for him. Maybe its similar for you?
