normally if its steam redeemable, it will look like this one click Notice how it says steam in bold under Notícia Específica.

Im not a portuguese speaker but personally I wouldnt risk it

That doesn't determine whether or not it's Steam redeemable.

I'm leaning towards "no" though because the site has some "Download Nuuvem" thing which might be their gaming platform.

I would say no as they would normally say "Este game utiliza-se da ferramenta steamworks e necessita da instalação do aplicativo para realização de download e instalação do game."
