Probably something to do with EVE Online?

In the "DontGrantIfAppIDOwned", the ID (1308110) refers to an unknown DLC for EVE Online, as you can see here: https://steamdb.info/app/8500/dlc/

The game will have an event starting tomorrow to celebrate its 17th birthday, so maybe they'll be giving something out, like a new starter pack or anniversary items. https://www.eveonline.com/article/q9nv4n/17-years-of-eve-a-huge-birthday-celebration
