I used to trade up a storm in 2014/2015 and never once saw this message. It just seems like something that has a general error message when it actually pertains to specifics. I was able to make the message go away by trading each item separately so it makes NO sense about having too many trades or what not.

go look at the outgoing trade offers, (in my case) there's some issue with ASF offers not triggering confirmations in the phone app, so the offers end up in some kind of limbo where you can't see or confirm them and have to manually cancel them before issuing them again.

I've had that happen, hmm... Not recently, but some time this year.
I think it was when I had several trade offers pending to the same bot. I think you can only have five offers pending to any one "person" and when you try to send a sixth you get that error. Sounds like there is also a separate limit on number of trades pending in total, which I've not experienced before. Oh well.
