In vast majority of cases they are ROW. At least gifts should show if there is some limitations. Some keys might also have limitations. These should be found with some research.

Countries that their local currencies still do not support by steam and they have to use US Dollar as their wallet currencies, giving region-free games to buyers !

In Ukraine, the games are sold for US dollars, but it's region locked.

As far as i know, Ukraine has RU / CIS steam regional restriction so Ukrainian users should be able to buy games for another currency than US Dollar !. Maybe Russian Ruble !

Go to the CREATE GIVEAWAY page on this site, scroll down, and look at the regions restricted counties mentioned. Any region other than that has a region free store.

It's easier to tell what countries are locked. We know that all CIS, SA, Turkey, and SEA is locked and has been for some time. Add in KSA, UAE, India, Taiwan, HK, and South Africa as recent ones.

My store uses U$ dollars and they are still South America Region Locked (with US prices), so it does not depende on the currency used in your store.

UK, EU1/EU2, Australia, US, Canada, Japan, New Zealand/Norway. Roughly come in that order too as far as pricing goes. Of the new countries, I think Switzerland and South Korea probably aren't region locked, but haven't looked at pricing.

UK seems to avg about 15-20% higher than 'base' US price, EU is 7-12% (depending on exchange rate, lots of these prices are simply the US price in euros), Australia is usually same price as US, but on some titles (like fallout) they get some obscene price. Canada is usually about 13-17% off (but on some games it is the only country with a large discount, see: new football manager game), Japan is a couple percent lower than Canada & NZ/Norway are the cheapest, usually 1% or 2% below Japan (well, lately Norway is the cheapest, probably 75% of the time, probably some currency fluctuation).

Japan is higher on some ... anime titles? Sega games and such I guess?

(ed: ok, switzerland looks like exact same pricing as EU regions (I thought it was priced in francs now, but it says euro still?). south korea gets small discount on the games I checked, about half as much as Canada, maybe 6-7% less than US%.. some examples:
