What is the mean of it? If I do max 2 it means you need to have for every sent 2 won? Or otherwise?

Don't touch the maximums.
max 2 means real CV of (sent/won)<2, like it says on the page. Being a maximum means people with ratios higher can't enter. And if the rule says CV, it's about CV, real contribution value, not the amount of giveaways.

Just use the minimums, and don't touch anything you don't want to use or don't know how to set; if you leave it at the default, it is off and you don't need to bother.

Why? Sure its good for all the users but I hate the users so I dont need anyone in my giveaway who have 1:1 win/sent or more wins as sents. Thats why I need only the maximum. If you have no answer for my question stop spamming around.

It's the opposite. Which is why you need a minimum=0.5.

If you set that to 2 (giving twice as much as you take), people with a ratio of 2 or more can't enter (people who gave more than twice of what they took).
It's how a maximum works, and the formula is as stated on the sgt page: sent CV divided by won CV.

The maximum means that people peoples whos ratio is good (2x given/won) can't join

i think if you change the minimum to 2 it will give you the effect you want
