Steam Profile Background

I recently purchased a L4D2 profile background but steam doesnt give me an option to apply it.
Is is because i do not own the game?

Shouldn't be a problem. Try restarting Steam before editing your profile?

You may need to be a certain level to set a background, maybe level 10. I am not sure about this though

There isn't a level requirement for them.
