Seriously, I can think of a lot of games with drinking scenes but none with a focus on drinking. You can turn pretty much anything into a drinking game though. But a while back me and a few brothers/cousins were doing a shot of Jagermeister every time we crashed in GRID which I wouldn't recommend. It started off OK but then escalated dramatically as reactions became compromised...

Games like Fallout or Dishonored let you consume alcohol, it's no mayor part of the games though

The best game, imho, which incorporated drinking into the gameplay, is sadly not on Steam. At least yet.

I would have mentioned GTA IV / V and Max Payne 3 but someone wrote about them already. Can't really come up with games including drinking on Steam BUT if you have PS3 or Xbox 360 you could try Catherine, a bit bizarre and humorous game. In the game, between stages, you usually spend time drinking in a bar with friends.
