Speak to the gifter first and explain the situation. Either he/she will buy you the full DLC pack to fulfil the giveaway, or he/she won't, and you will have no choice but to mark it as "not received".

I'd certainly talk to the gifter, and give him/her a chance to make things right before involving Support.

Categories don't matter too much besides "Suggestion". Most fall under "Other". We can't sort by category anyway.
