So, checked all my created GAs retroactively for winners who hasn't activated wins, and out of the 228 gifts sent 56(!) winners hasn't activated some of their won games. That's almost 1/4 of all winners >.>

(btw only checked for base game wins, as a Steam bug sometimes accidentally lets you apply for DLC GAs you don't own the base game for)

Oh and most of my GAs are for lvl 2+ so it's not even only leechers >.>

tried to report the most recent ones, but they were apparently already suspended for this before and their non-activation happened more than a month ago, so nothing happened :/

You'd be surprised how many level 4s and 5s get away with multiwins and nonactivations.

So don't check your wins retroactively; do it before sending the game.

^This. If someone has multiple wins or not activated a won game, just ask for a reroll and you end up avoiding these situations.

People already taking time and effort in creating giveaways, shouldn't take time to do all that too really, especially if you give alot, then send in tickets etc etc.

It shouldn't need to be that way, yes, but nothing much you can do in order to avoid this from happening again (other than small trusty group giveaways where you know the majority of people).
