Is Rising Storm multiplayer free for people who already have Red Orchestra?

No, it's not, but Rising Storm + Red Orchestra 2 Multiplayer are now 1 game.
You will be able to play only on RO2 maps if you don't own RS.

yup but some maps are only for rising storm, but If I'm right you can play some maps of rising storm too but only as a rifle man

This is wrong. If you own RO2 you can also play on RS maps with Japanese and US soldiers. All maps, but only the rifleman class.

You can still play on Rising Storm maps if you only have Red Orchestra 2, but you will be only able to play as the rifleman.
