Giveaways aren't deleted unless the GA creator asks for it, and the winner agrees to it- or if the giveaway violated SG rules (almost always due to the giving away of a beta pass or freely obtained game). Given that this (by what you indicated) had to have fallen under the latter, it's extremely unlikely you have any winner to apologize to.
The giveaway should inform you of the reason for the deletion, when you try to load the page for it.

Hello !
I recently made a giveaway for a DLC. I've been suspended and the ga has been deleted before I can do something about it, and I don't even know the person to who I have to apology.
I usually check the keys I have in my Excel file before doing anything but I can't know more than return messages from Steam.
For this time, it seems I shited a copy/paste and put the wrong key in the giveaway. The person I suspect to have received the good key never answered me for the moment.
So I'm here, dear unknown winner of my giveaway, and realy sorry about all of that. I'm re-checking everything in my list before re-trading or making new giveaways, but the limit rate is killing me.

EDIT: Ok, I'm not asking for help or begging for a review or whatever, just to say sorry to my winner.
http://imgur.com/a/o0V0n is all I can see of my giveaway and the key was finally for a free DLC, I forgot the name. Both lines for the "good" DLC and the Free one were just one after the other, that's why I think i made a bad copy/paste.
