Close your current ticket and open a new one. Support not answering reroll ticket has happened to me a couple of times as well and creating a new ticket did, in fact, help.

SEGA Mega Drive and Genesis Classics? That's actually a weird case because there's no way to tell if a Steam user has that or any particular one of the games inside it.
Your giveaway was for this sub, which is a collection of 59 SEGA games that count as DLC and therefore don't appear in your Steam client or games list.
When you searched the winner what you found was this app, which is just an emulator, and serves as the "parent" of the individual game DLC. SEGA decided to call the emulator "SEGA Mega Drive and Genesis Classics" too - which, confusingly, is the exact same name as the collection you are giving away.
So although it might look like they already own the collection of 59 games, all you know is that they own the emulator itself and they might well have only Streets of Rage 2 and nothing else for all you know.
If only Steam gave a page or API or something to look at people's DLC the way we can for games then we'd be able to know for sure, but they don't so we can't.

To be fair, a lot of people will have a handful of those games from the set due to them being given away during Sega's 'Make War Not Love' events.
To see what games the winner has specifically from that set, you should be able to just send them a friend request. Then you should be able to see which ones they own. I know that works for DLCs, but I am not certain if it would work in this case.

checking this: http://store.steampowered.com/sub/102625/ I can mouse over any title and see how many friends own it. going to the specific title allows me to see exatly which friends own it.

Thing is, you can´t have too many people who´d "love to help out" because those are bound to underestimate the amount of work coming with a position like that, and in some cases are prone to power tripping. It´s like building castles in the sand.
From personal experience, nothing outhweighs a (young!) perfectly litereate, intelligent and integer mod, as long as they´ve got nothing else on their plate. Life itself forbids cicumstances like that to last for long.

To give you an example, I can probably name tens of forum users which I would trust to be involved, it's just down to whether they are willing to.
In terms of power tripping, if you bring people in and give them power just to deal with certain things (essentially part-time staff), such as tickets, they are not likely to have sufficient power to abuse. Having more staff with less responsibilities each instead of less staff with more responsibilities is definitely better.

It's customary that when giving away a collection the GA creator announces in the description how much of the collection participants are allowed to own.
