Does it show in your library and maybe say "Update Required" next to it? If so, right click Dota 2, pause, and then resume and see if it starts.

try restarting steam if that does not work then verify game cache

You probably dont have it set to auto update then. Go to your library, right click Dota 2 and go to properties. A box should appear, then click on the updates tab, and see if it sets to auto update.

+1
If this ^ doesn't do it then I suggest deleting the local files and reinstalling Dota 2 on your PC. (Unless someone else has a better option that will take less times since Dota 2 is like 5GB or something now)

Well, the only other thing I can think of is to delete the clientregistry.blob file in your steam folder. Doing this will make steam update its platform, so what I think is happening, is that theres something wrong with your steams platform.
