It depends. Many financial organizations offer cash bonuses as incentives for opening and utilizing accounts or lines of credit to entice people to sign up and utilize them. My understanding from reading the site is that the 'steps' of the program each reward $1, so they probably take you to partner sites where you're required to 'invest' money (that you'll no doubt make back because this program will make you an online marketing god and is in no way a money pit). That's very different than selling your full name, email address and phone number.

A good deal of them if you skim their ToS/Privacy Policy. Many will only disclose your information if they are subpoena'd or approached by law enforcement, or at least will anonymize it before sending it off. If they breach that agreement then they open themselves up to a class action lawsuit.

Here's what Valve's privacy policy says:

Valve may allow third parties performing services under contract with Valve, [...] but only to the extent necessary.
Valve will not share any personally identifiable information with third parties for marketing purposes without your consent.
Valve may release personally identifiable information to comply with court orders or laws that require us to disclose such information.
