It is discussed in the faq, where it says it is forbidden asking for money to join giveaways.

Aside from the other issues I see with the suggestion, this is the one that makes it a definite no for me.

Has steamgifts ever discussed adding a charity element to the giveaways? Something where people could buy charity credits to be used for entries in certain giveaways that can be setup with proceeds to be aggregated to go to charity? Like buy a bundle of 1000 charity credits for $1 (totally made up numbers, but you get the idea), and have certain giveaways that can only be entered with charity credits? Many games are 10pts or less, so you'd really only be using $0.01 per entry, but in total it could add up over time.
