Noticed that Perimeter 2: New Earth had a rating of 18% positive, so I tried to look up the lowest rating on Steam. Not as simple as you might think, it turns out. Ratings change, and just how "bad" a game is to play is not necessarily reflected in the ratings. (The Slaughtering Grounds is at 34% Positive and has something resembling actual gameplay.) Also, the ratings on games change over time, so what was "lowest" yesterday may no longer be so, today.

So, what's the lowest-rated game you can find on Steam? Games should have at least 15 votes (i.e. enough for a trend).

I've seen some games with 0%, because they only had a handful of reviews, but I can't think of any name.

Well, I know that Afro Samurai game had 0% after ~20 reviews, but it was taken off the store and they refunded everyone that purchased it afaik.

There are a lot of 0 % games. One example would be this. Of course with the low number of reviews this can change quickly. Here we have one with 2 % but at least steady with 41 reviews.

If you want to search yourself just look around in this range.

Flatout 3: Chaos & Destruction has 13%.

Adventure Park has 12%.

Construction Machines 2014 has 11%.

And I just found a winner - Protocol has 7%! ^^

EDIT: Helicopter 2015: Natural Desasters is worse with 5%.
