No you don't understand what he meant, it it forbidden to create a thread like this one and telling the username of the person who did this. Same thing if you get scammed by a trader, or if you see someone breaking a rule, you can't display his name in public.

I would actually report him to Valve as well using the Steam report function. They can check logs and see the link, that would get him in even more trouble.

You don't need an app to make screenshots, just press print screen on your keyboard, then open Paint and press Ctrl+V
