We already know the "deal" with Half Life 3. A while ago, Gabe Newell answered in an article(I think it was PC Gamer but I don't remember where I read it) that Half Life 3 isn't being built right now because they don't feel like it. They don't want to make the game if at the time they aren't in the mood and don't have proper motivation to make it, which makes sense. They've always been pushed to continue the series.
