Winner saw the key and has not activated it.

I've created a giveaway 3 days ago and the winner has already seen the key but he won't activate the key and give any feedback. I've tried contacting him but he won't accept my friend request. What do I do now?

Standard time of waiting is 1 week but try contacting Support now through a ticket and see what they have to say.

Wait for 7 days and then Request Received Feedback, nothing else is needed.

wait 7 days. "reveal key" button is just a cosmetic thing - there's nothing in FAQ about it
