This usually happens around the time steam goes down. During the startup process, things can be glitched. Then within 30 minutes or so, it gets fixed.

On the Steam page on Google PC, it's 5000 points. But with the application on my Android phone, I get it for free. I changed all my profil with the new stuff to show you it's possible with the app. Now, on the web version, it's show "free".
