1st person - mark as not received after a week.
2nd person - report their ass. Would advise to check your winners before sending out the key in future - you could have asked for a reroll on the grounds that theyd done that kind of thing before.

just wait till the 7 days are over and mark as not received if the ga creator hasnt provided u with the right key. Dont use the key u got for a giveaway or for another account or friend cause that will backfire on you. If contacting him failed and the 7 days went by than mark as not received and move on u wont be the first and wont be the last not getting a won gift [happened to me as well :)] But seems we are both lucky in the amount of gifts won so not much room to complain [but thats just my opinion :) ]

Edit out the game name from your n2 question, it's calling out if the person is identifiable - and report him for regifting/not activating

Knights and Merchants is a free steam key from DLH.net. Pretty sure you're dealing with an intentionally fake giveaway with that new account. You've basically moved in to "calling out" territory now, so just mark it unreceived and blacklist him, then move on.
