Kind of reasonable tbh. If you think about it a lot of people could have refunded the games they bought in the steam sale...

If that actually is the reason, then there won't be a bundle next week either. People who bought on the last 2 days of the sale could still refund next Tuesday.

Not necessarily. Yes if you bought the games in the last day of the steam sale and haven't played them for more than 2 hours then you can ask for a refund next week too. But it will be 12 days after the sale ended so there will be less people fitting in that category.
If I was a dev and recently sold a lot of copies of my game during a sale, I'd try to avoid including it in a bundle just a few days later.
