My question:

I have a Kane & Lynch Dead Man key (never used). Its just the key, so when you install the Game you can play online.

Can I make a Giveaway for it?

That key is intended for your use, not to give out to others. Think of it as a way to back up your game on Steam.

plus I'm not sure, but I don't think Kane and Lynch 1 is one of the games that is available to be registered through steam.

First Kane & Lych is GFWL game so you can't activate on steam, but second one is using steam if you have Kane & Lych 2 you can make a giveaway because its a steamworks title.
