It has more than $1700 worth? Then again Railworks is all about quality and not quantity. To think that there are people outside of Valve's staff that own every piece of Railwork's DLC. Oh my

There was a $299 "all DLC" pack during Christmas, I think.
Railworks gets picked on a lot, but is a bad comparison to Gotham City Imposters until the GCI DLC starts adding maps/new equipment/scenarios/etc to the main game.
Railworks updates the main game for free (i.e. Railworks 2 owners got upgraded to RW3 free) so the DLC is where they make their money. It's a niche product, so prices are high (all DLC was 50% off during Christmas, which was a more reasonable price) and not all RW3 players are going to be interested in all DLC. (For example, I primarily play with US diesel engines, which are in about 20 % of the DLC...)

all the DLC's can be unlocked in game from playing,
and pretty much all the DLC's are vanity items like costume pieces or vanity pets etc.
you can pretty much unlock all those things in-game or purchase them if you dont wanna wait.
after playing it for awhile its pretty fun, just saying' :D
but I can also understand the hate for this kinda DLC, I'm currently unlocking stuff in-game naturally

The only non-cosmetic DLC that I've seen on steam is the XP boost. No clue what you are talking about.

yeah its a Xp boost but it does not effect gameplay wise, You will level up your ranks and stuff a little faster
but it wont give you a paid advantage gameplay wise in game, Like a shot gun that one hit kills people,
there isn't anything like that, just clearing that up.
