Get a not broken Graphics card for starters

That would be worst case scenario.

Have you tried your computer with another monitor?

Have you tried turning off vsync what so ever?

Is your computers output rate matching to your monitors? (Usually 60 Hz)

Your monitor doesn't care what game you display on it, so I'd say it's probably a GPU problem. Try reinstalling or updating the gpu drivers first.

Before hardware, you can also try to reinstall drivers and directX, if its only in gaming ^^
Second, Since how many time, and what did you change since you have these kinds of problems ?

100% sure it's a hardware issue. Broken cable, bad connection, or busted GPU. Check if the cable is properly plugged in to the GPU, try a different monitor cable, or try a different GPU. The fact that you get a BSOD leads me to think it's gonna be a fried GPU. Do you overclock your GPU? If so, try not doing that.

Looks like artifacts from a GPU. Try reinstalling the drivers. If that happens only when your system is under stress, then it's a fried GPU.

Since the system is able to create a memory dump when it hits the blue screen, you can download WinDbg and open the dump file to see what caused the blue screen. Here's a tutorial on using WinDbg.

Yeah, had this happen once. It's a graphics card issue. You may want to start hunting for a new one.
