How does suspension work?

I won the game "Greed: Black border" a month ago and last week was suspended for almost a week coz of it disappearing in my library --> suspension for "Not activating won gift". I already sent to steam support and as expected still not getting a reply maybe for another year :P

Does the mods have records if the user already got the suspension for "Not activating game" or i will get a suspension again the next time they search all users? I want to buy the game on steam coz its cheap but i am hopeful for the steam support to come too -__-
